James K. McCarthy
Chairman of the Board of Directors
Mr. McCarthy is the Chairman of Novume’s Board of Directors and a co-founder of Novume Solutions, Inc. His career spans over 33 years of marketing strategy creation, proposal development and oral presentation coaching to contractors seeking to expand their market shares or to enter the government contracts market sector. As a founder and the Technical Director of AOC Key Solutions, he built an organization that, since its inception has played a part in winning over $160 billion in federal contract awards for its clients.
An innovative builder of tools and processes aimed at continuous improvement, Mr. McCarthy created AOC Key Solutions’ approach known as Principle Centered Winning – a collection of proven best practices for market assessment, capture support, and proposal services that help win government contracts. Mr. McCarthy often serves as a strategic advisor and “capture coach” to senior executives and rising corporate superstars. In these capacities, Mr. McCarthy mentors and guides both large and small business clients on market leadership, capture management, and strategy development to pursue and win government contracts. Mr. McCarthy frequently crafts powerful executive summaries, presentations, or other key documents in pursuit of government contracts. These contracts are valued from tens of millions of dollars to a billion dollars or more. He also frequently serves as a guest speaker on topics ranging from leadership to winning government contracts through every legitimate means available.
Mr. McCarthy has served in an advisory role with the George Washington University, Virginia Science and Technology Campus, Technology Accelerator and has been a frequent speaker with the George Mason University Procurement and Technical Assistance Center. Mr. McCarthy has also served on the board of Coalition for Government Procurement and on the Veterans Institute for Procurement GovCon Council. In February 2016, Mr. McCarthy was named to Executive Mosaic’s Washington 100 as one of the top–100 most influential leaders in the government contracting arena. He currently serves on the Boards for the USO-Metro and the National Contract Management Association.
Robert A. Berman

Robert A. Berman is the CEO of Novume. Over the past two decades, Robert has held the office of Chairman and Chief Executive Officer of both public and private companies in the hospitality, gaming, telecommunications and finance industries. During his career, he has worked with many leading financial firms and institutions to raise hundreds of millions of dollars in both corporate debt and equity, which was in many cases used to transform smaller businesses into fast growing, larger enterprises.
As General Partner of Avon Road Partners, LP, a limited partnership founded in 1999, Robert has overseen numerous investments in multiple sectors where Avon has played a strategic role.
Robert co-founded and was CEO of Cinium Financial Service Corporation, a privately held, specialty finance company which entered the Inc. 500 as 287th in 2012 and reached 49th in 2013. Prior to Cinium, Robert combined a publicly traded hospitality company with a privately owned racetrack to create Empire Resorts, a publicly held gaming company. As CEO of Empire, he raised more than $110 million while restructuring its non-core assets. Empire is now completing the development of a $1.3 billion mixed-use resort in New York scheduled to open in 2018.
From 1996 until 1999, Robert was Chairman and CEO of Hospitality Worldwide Services a publicly traded company he co-founded, which became the premiere service provider for the hospitality industry. Under his leadership, HWS grew from a small company with under $25 million in net revenues in 1996 to more than 3,000 employees on several continents with net revenues exceeding $229 million. While at HWS, Robert was also instrumental in forging partnerships with institutional investors including ING and Apollo Real Estate leading to the acquisition, repositioning and sale of multiple hotel properties across the country including such landmarks as Philadelphia’s Warwick Hotel.
Robert’s community involvement includes founding and funding the Project Dream Foundation which has provided college scholarships for deserving high school students based on their traits of work ethic, athletics and community-mindedness.
Paul A. de Bary

Paul A. de Bary is a member of the board of directors of Novume Solutions. Mr. de Bary has been a member of the board of managers of TDI, LLC, an agent for a manufacturer of digital Xray systems for medical, veterinary and industrial applications from 2001 through the present. He has also served as chairman of the board of ethics of the Town of Greenwich, Connecticut since 2008. He was a managing director at Marquette de Bary Co., Inc., a New York-based broker-dealer, from 1996 to 2015, where he served as a financial advisor for state and local government agencies, public and private corporations and non-profit organizations, as well as general counsel. He previously served as a director of Empire Resorts, Inc. (NASDAQ: NYNY) from 1996 to 2010, where he served as chairman of its audit committee as well as, at various times throughout his tenure as a director, a member of the governance and compensation committees and various special committees.
Prior to that, Mr. de Bary was a managing director in the Public Finance Department of Prudential Securities from 1994 to 1997 and a partner in the law firm of Hawkins, Delafield & Wood in New York from 1975 to 1994. Mr. de Bary received an AB in 1968, and an M.B.A. and J.D. in 1971 from Columbia University. Mr. de Bary is a member of the American Bar Association, the New York State Bar Association and the Association of the Bar of the City of New York. Mr. de Bary also serves as a director of several non-profit organizations, including the Columbia Club Foundation, the Society of Columbia Graduates and the AA Alumni Foundation.

Glenn Goord is a member of the board of directors of Novume Solutions. Mr. Goord is a 32-year veteran of the New York State Department of Correctional Services and served as Commissioner from 1996 until 2006. As Commissioner, he oversaw the nation’s fourth largest state prison system, administering an operating budget of $2.3 billion in state and federal funds, plus $245 million in capital expenditures. He was also responsible for approximately 31,000 employees in an agency housing 63.000 inmates in 69 correctional facilities.
In 1997, Mr. Goord’s outstanding contributions to furthering excellence in corrections earned him the Carl Robison Award, the highest honor bestowed by the Middle Atlantic States Correctional Association. In 1998, he earned the Charles Evans Hughes Award for public service from the Albany based Capital Area Chapter for the American Society for Public Administration (ASPA). In 2001, the Association of State Correctional Administrators awarded him the Michael Francke Award. In 2002, the ASPA awarded Mr. Goord its highest honor, the Governor Alfred E. Smith Award, for his direction of the Department’s immediate and expansive efforts to aid New York City following the September 11, 2001 terrorist attack. In 2005, he received the E.R. Cass Award from the American Correctional Association for contributions to the field of corrections.

Christine Harada is a member of the board of directors of Novume Solutions. Ms. Harada has over 20 years of success in leading government and management consulting organizations. She has extensive expertise in business strategy and translating that into operational excellence. Her areas of specialty include: corporate strategy development and implementation; operational turnarounds and excellence; business transformation; program management; and cross-functional team leadership. Ms. Harada’s experience includes operational leadership working with several federal government agencies across multiple sectors including defense, security, energy, environment and general services, as well as policy development.
Ms. Harada currently is a Bold Innovator at XPRIZE Foundation responsible for developing an XPRIZE for Clean Air. XPRIZE is an innovation engine, a facilitator of exponential change and a catalyst for the benefit of humanity. Concurrently, she is a Fellow with the Los Angeles CleanTech Incubator.
Before returning to the private sector, Ms. Harada served as the Federal Chief Sustainability Officer for the Obama administration. In this role, she provided oversight for all sustainability-related initiatives across the federal government in energy, fleet, and acquisitions—game-changing improvements that added to our nation’s clean energy future. Her successes include developing and implementing policies to reduce the Federal government’s carbon footprint that resulted in an 18% reduction in greenhouse gas emissions, a 23% reduction in energy use at Federal facilities and 177 billion gallons of drinkable water saved. She also was responsible for investing $4B in federal building to improve aging infrastructure and lower overall energy consumption that led to an estimated 33,700 private sector jobs and resulted in efficiency gains that will save 1.4 million tons of CO2 emissions annually.
Prior to her White House role, Ms. Harada was the Acting Chief of Staff and U.S. General Services Administration where she was responsible for the overall operations supporting 12,000 federal workers with an annual operating budget of $26B. While at the GSA, Ms. Harada also served as Associate Administrator, Government-wide Policy and Chief Acquisition Officer responsible for transforming a “business model” to provide more proactive, evidence-based policies, and increased transparency at the agency.
Ms. Harada’s private sector experience includes serving as Global Manager, Transformation/Large Scale Change Practice at the Boston Consulting Group where which she was responsible for the operations and go-to-market strategy of the then-new practice area that spanned 78 offices around the world. While at Booz Allen Hamilton, Ms. Harada was a Principal with P&L responsibility for a 70+ person professional services business line with a $70M portfolio of projects.
Ms. Harada holds an MA, International Studies and an MBA, Finance, respectively, from the Lauder Institute and the Wharton School at the University of Pennsylvania. She also holds an MS Aeronautics/Astronautics and a BS Aeronautics/Astronautics, respectively, from Stanford University and the Massachusetts Institute of Technology.
Richard Nathan, PhD
Member of the Board of Directors
Richard Nathan, PhD, served as the Chief Operating Officer of Novume until he retired in February 2018. He has over 45 years of corporate management, business development, and program management experience. Dr. Nathan has directed and grown the environmental and energy businesses for a large corporation, and served as a corporate officer and held management and technical positions at Battelle Memorial Institute and Mason & Hanger. Dr. Nathan was Chief Executive Officer and Board Member of Ensycon, a small technology start-up. Dr. Nathan worked at AOC Key Solutions for over 17 years, most recently as Chief Executive Officer. He has been a corporate officer of six companies and served on the Boards of five companies.
Dr. Nathan’s management and business development skills span the full range of activities. He has built and closed down businesses, created and led high performing management and technical teams internationally, and led successful strategy development and implementation. His former subordinates have an enviable record of follow-on success. At AOC Key Solutions, Dr. Nathan not only provided executive management, but also served customers directly. Often he served as strategic lead, capture manager, proposal manager, orals coach and review team lead. His ability to develop and integrate effective win themes and discriminators unique to a given contract opportunity has resulted in multiple large contract wins with DOE, NASA, DHS, DoD as well as state and local governments.
Dr. Nathan holds a BS in Chemistry from the Massachusetts Institute of Technology and a PhD in Chemistry from the Polytechnic Institute of Brooklyn.

David Hanlon is a member of the board of directors of Novume Solutions. Mr. Hanlon is a founding principal of Executive Hospitality Partners, a strategic and asset management firm created in 2013. Since 2008, he has served as CEO of Hanlon Investments which provides project development consulting services to casinos, hotels and resorts. Mr. Hanlon has led several companies, including Rio Suites Hotel Casino, Resorts International, Harrah’s Atlantic City, and Caesars World, spearheading growth and profitability as the gaming industry began rapid expansion.
Mr. Hanlon also brings to Novume new product design and manufacturing experience as he was President and CEO of International Game Technology (IGT), a leading global manufacturer of microprocessor gaming machines. While at IGT, he broadened the company’s international base by leading it into emerging markets in Europe, Africa, Latin America, and Asia. While improving the quality of the core products, he spearheaded the development of new products and new markets and propelled IGT’s leadership in the industry both domestically and internationally.
Mr. Hanlon has served on the boards of several public companies as well as not-for-profit organizations. He returned to his alma mater Cornell University as the Executive-in-Residence at the School of Hotel Administration. He also served as a member of the School’s Industry Advisory Board, as well as the Board of Directors of the Cornell Football Association and was elected to be a Lifetime member of the Cornell University Administrative Advisory Board. He was also an advisor to the Wharton Entrepreneurial Program.
Mr. Hanlon holds a BS in Hotel Administration from Cornell, earned an MBA in Finance and an MS in Accounting from The Wharton School, and graduated from the Advanced Management Program at the Harvard Business School.
